EU Commission: bovine leather and hides excluded from the EUDR

The European Commission’s delegated act provides for the exclusion of bovine leather and hides from the EUDR, the anti-deforestation regulation scheduled to come into force (following two postponements) in 2027. The document, which in the revision of Regulation 2023/1115 incorporates calls for simplification from within the Community and from global partners, recognises that the inclusion of bovine leather and hides does not contribute to the mission of mitigating the risk of deforestation.
Two further steps are now required before the exclusion of leather from the EUDR becomes definitive. First, the European Commission’s 30-day public consultation must be concluded. Following the notification of the Commission, the Council and the European Parliament have 60 days to approve the delegated act – which covers not only bovine leather but a wider range of activities – or to request a review of the act in its entirety.
